Boldly going where no state has gone before, on December 11, 2008, the California Air Resources Board (“ARB”) approved sweeping, first-of-its-kind recommendations to reduce California’s greenhouse gas emissions to 1990 levels by 2020. ARB is the lead agency tasked with monitoring and regulating sources of GHG emissions under California’s Global Solutions Act of 2006 (“AB 32”). Adoption of the Climate Change Proposed Scoping Plan (“Scoping Plan”) is a fundamental requirement of AB 32.
