Stroock Government Affairs and Regulatory Support partner Dina Kolker is a savvy negotiator and skilled litigator with a focus on public sector labor relations and high-stakes commercial disputes. Representing some of New York City’s largest public employee unions and affiliated funds, she negotiates collective bargaining agreements and pension terms, advises on labor-related issues, resolves disputes through arbitration, mediation and litigation, and frequently appears for clients in administrative proceedings. As the teachers’ and school administrators’ unions struggled with COVID-19-related challenges, Dina helped the nation’s largest teachers’ union local navigate school closures and subsequent safe reopenings.

Extremely smart and strategic, Dina is an outstanding communicator and client advocate. Throughout the years, she has been recognized as a Benchmark Litigation future star and a Super Lawyers rising star. She’s recommended by The Legal 500 United States and listed as one of the top women lawyers in New York by The New York Times Magazine. She is also the recipient of Law360’s 2020 Distinguished Legal Writing Award from The Burton Awards, a nonprofit program associated with the Library of Congress.
