Our attorneys’ expertise in governmental relations, land use and related environmental issues comes from years spent in public service.  With its depth of transactional experience, Stroock’s team includes a former New York State Attorney General and Assistant Attorney General, a former Special Counsel to New York State Attorney General, the former executive vice president of New York City’s Economic Development Corporation, a former Commissioner of New York City’s Department of Buildings, a former Associate Justice of the New York Supreme Court Appellate Division, First Department, a former Chief Real Estate Tax Counsel to the NYC Department of Finance and seasoned litigators in environmental and regulatory matters.  Our experience helps clients anticipate potentially difficult scenarios to minimize risk on their investments.

We are experienced in procuring necessary zoning permits, variances and other land use related approvals, as well as providing strategic planning advice for site development and negotiating air rights transfers.  Our attorneys are market leaders and successfully work on behalf of clients with agencies such as the New York City Council, New York City Planning Commission, New York City Landmarks Preservation Commission, New York City Board of Standards and Appeals, Community Boards, New York City Economic Development Corporation, New York City Industrial Development Agency, Empire State Development Corporation, Metropolitan Transportation Authority, Department of Housing Preservation and Development and the Battery Park City Authority.  We also represent clients seeking tax incentive benefits, tax-exempt financing and privatization approvals from various governmental entities on the local, state and federal levels.

Through the combination of our Land Use and Development practices, our attorneys have successfully worked on public-private partnerships with our clients in securing designations through government-sponsored RFPs.  Representative transactions include:

  • Representing a joint venture involved in the redevelopment of Willets Point district in Queens.  The multiphase $1 billion project includes the development of a million-square-foot retail and entertainment facility, a 280-room hotel and 600,000 square feet of office space.
  • Representing KNIC Partners LLP in the redevelopment of Kingsbridge Armory in the Bronx into a world-class ice sports complex.  The landmarked property will be transformed into the Kingsbridge National Ice Center, the world’s largest indoor ice facility. 
  • Representing a development team selected by the City of New York to develop nine city-owned sites located on six acres primarily along Essex Street and Delancey Street on the Lower East Side of Manhattan known as the Seward Park Urban Renewal Area.  The multi-year project includes 1,870,000 gross square feet of multi-family rentals, office space, community space, retail shops, restaurants, a movie theater, residential condominiums, park space, a new Essex Street Market, and a new outpost of the Andy Warhol Museum.

In addition, attorneys in the Group are involved in the industry, serving as Chair of the Committee on Land Use Planning and Zoning, New York City Bar Association, as guest lecturers at industry events and law schools and as thought leaders in business, legal and industry publications.
