Jerry Goldfeder details several reforms that would increase the effectiveness of the New York City public advocate. Goldfeder recommends that the public advocate should have “unfettered subpoena power,” should partner with the city comptroller to expose corruption, and should have a formalized working relationship with community boards throughout the city.
