Director and Under Secretary of Commerce for Intellectual Property
David Kappos is the Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office. In this role since August 2009, he advises the President, the Secretary of Commerce, and the Administration on intellectual property matters.
Comverse Technology, Inc.
Deputy General Counsel
David Greenbaum is the Deputy General Counsel for Comverse Technology, Inc., where he heads the Global Litigation and Intellectual Property groups. David oversees in-house and outside counsel for all of the company’s litigation and intellectual property matters, and is responsible for the company’s intellectual property asset monetization and investment programs. David joined Comverse in 2008 as the Chief Intellectual Property Counsel. Prior to joining Comverse, he was an attorney in the patent litigation department at Weil, Gotshal & Manges, LLP.

Aaron Katz is the principal of Parabellum Capital LLC in New York City, a leading specialty finance company dedicated to the business of law. Its activities include financing significant business litigation for corporate and institutional clients. For the prior six years, Mr. Katz was a principal and manager of the Legal Risk Strategies & Finance Group at Credit Suisse Securities (USA) LLC. Prior to joining Credit Suisse, Mr. Katz was a Partner in the litigation department of DLA Piper in the firm’s New York office. He also served as an Assistant United States Attorney for the Southern District of New York and was an associate at Davis Polk & Wardwell. He was a law clerk to the Honorable Anita Brody, United States District Judge for the Eastern District of Pennsylvania, in Philadelphia.

Steven B. Pokotilow

Steven B. Pokotilow, Chair of Stroock’s Intellectual Property Practice, concentrates in the litigation and transfer of domestic and international intellectual property rights, including patent rights. As manager of the intellectual property portfolios of a number of clients, Mr. Pokotilow is also regularly called upon to negotiate licensing agreements, as well as to provide advice and counsel on the intellectual property issues related to joint ventures and mergers and acquisitions that directly affect patent value.
